The following is guidance on how to complete the “Tree Works Application Form“.
When completed, the Tree Works Application Form will be passed to the Tree Officer for Farnborough to review and they will respond to you as soon as possible – please note no works can commence until approval has been given from the FPEL Tree Committee.
The application should be made firstly to the FPEL Tree Committee and if approved the submission of a 6-weeks notification of intended works or if protected by Tree Preservation Order an 8-weeks application must also be made to Bromley Council for their approval and the link to their online form is below.

For the avoidance of any doubt in the case of discrepancy, FPEL’s decision will prevail.
Tree surgeons will initially be granted access to quote for works providing they register with the Gatehouse but must not carry out any work.
1. General Information
- Species, if known
- A full picture of the tree/s
- Location plan/sketch
- Approx. stem diameter
2. Tree work specification – As set out under UK best practice guidance for tree pruning (BS3998:2010)
Crown lifting – to be specified by the clearance remaining over ground level. Not to exceed 15% of the canopy height (i.e., lowest branch to top of tree), with the remaining canopy making up at least two thirds of the tree height.
Crown thinning – defined by percentage of foliage to be removed, with 30% being the maximum to be applied to particularly dense trees only.
Crown reduction – only permissible to address identified safety concerns or to reduce back from buildings. To be specified by length of branch/radial spread to be removed and the overall remaining radial spread and height of the tree upon completion.
Felling – Reason to be given for removal, if safety related sufficient evidence provided.
3. Replanting
Where trees are to be removed, a replacement tree will usually be required. This is to be a minimum of a 12-14cm container grown standard tree planted within one month of tree removal. A photo of the planted tree is to be submitted to FPEL once planted. The tree species is to be agreed with FPEL prior to planting. This duty may only be waivered with the approval of FPEL.
